Inactive window on top

On relatively new Dell machine inactive window stays on the top. It happens
when a new window is loaded from some other (let's say during the
installation of a program) window. Instead of appearing on the top it stays
behind. Sometimes it is confusing, because I'm waiting for a screen with
Next button, but it doesn't appear for a long time (some installations hide
a taskbar, so there is no way to see that the program requires a user
action).
The same behavior of Windows experiences my son. We bought our machines at
the same time from Dell.
Any idea what settings might give this kind of behavior

I opened the registry and unfortunately there was already 0. So, what did I
have to do? I changed it to default 200000 as topic says, restarted Windows,
reset that value back to 0.
It did not help

Hi,
Sorry, I don't have any other ideas except...
1. When installing a program there should be no (unnecessary) programs open.
2. A program running in the background may be causing this. Run MSCONFIG>
Startup tab. Research (via google or another search engine)
programs/processes you can't readily identify and uncheck them if they
appear to be unnecessary. Hint: A search for startup cfgwiz (for example)
may give better results than just cfgwiz.
