Inaccessible_boot_device

I can no longer boot my Dell laptop and keep getting "
Inaccessible_boot_device" I need a way to boot up the
computer to check it out but I do not have the windows
2000 CD.

Can anyone help me so I can at least create some type of
floppy to boot from.
 
Without the Windows 2000 CD-Rom you won't be able to start the recovery
console and or the repair process.

A copy may work, boot the Windows 2000 setup disks. The set of four install
disks can be created from your Windows 2000 CD-Rom; change to the \bootdisk
directory on the CD-Rom and execute makeboot.exe (from dos) or makebt32.exe
(from 32 bit) and follow the prompts.

I looked on the copy of Windows 2000 that I have and there
is no /bootdisk directory and neither file is here
 
Might be a restore CD-Rom in that case.
