You may want to read the following article, even
though it is for 2000 the principle is similar:
OL2000: Outlook 2000 Stops Responding at the Startup Splash Screen

I have Office XP Small Business with Outlook 2002, and I have a similar
problem. Outlook will not launch, just the splash screen, and it is hung up,
and I have to do contol alt delete to get out of it. I have tried a number
of times to run the repair function and have downloaded the latest patches,
etc, and nothing seems to work. For a time it would eventually boot up in
safe mode, but now that does not help either.
Is there a way to completely remove Outlook and reinstall? Or do I have to
completely remove Office. Are there any warnings I should be aware of in
attempting to remove and reinstall?
