In PowerPoint, how do I anchor hyperlink to a specific point?

I am creating a PowerPoint presentation, and have created a hyperlink to a
website. Can I direct the link to take you to a specific point in that
website (as opposed to the top of the page)?

I believe I need to somehow create an "anchor". Is that right? If so, is
that something that can only be done by the person running the website I am
linking to?
 
So, just to clarify, in order to create the anchor, I would need to imbed
this in the actual webiste source code? (i.e. If I'm linking to, say, a news
story on CNN.com, I would not be able to create my own anchor.)

That's correct.

But if you look at the source code for the web site, you might get lucky and find
an anchor there already.
