In Outlook Express, how to control display while forwarding?

In Outlook Express, I control the display of messages I'm
reading so that pictures won't be displayed until I'm
convinced it's a good idea to do so (then I View in HTML).
But when I'm forwarding a message, I don't see a way
I can exercise the same control, i.e. the pictures are
always displayed while I'm in the Forward window.
Am I missing something? Thanks.

So why are you forwarding anything that you yourself are unwilling to
see?

Forward as an attachment, not inline.

Good question, but has an answer.
I'm temporarily getting some volume of mail
that should have gone to another addressee.
I don't have reason to suspect it, but want to
forward it as is for the other addressee to decide
about. They know their correspondents better
than I do.

Thanks for the tip, which I hadn't noticed as a
possibility before.

Forwarding inline deletes the headers for the original e-mail which
could be important to the recipient. Forwarding as an attachment
gives the recipient a FULL copy of the original message, including the
headers.
 
I don't know if this will help your situation, but you can do Alt-Enter on a
message in the list of message in OE (not a displayed message) then click on
the details tab then click on the Message Source button. Then you can do a
Ctrl-A to select everything and then copy the message. Then if you paste
that in a message body then all the headers will be there at least. That
might be too inconvenient for your non-technical friends or colleagues but
that is how I copy messages to report to my ISP and I never open the
message.
