in Frontpage when I insert a photo, I can't drag it? What's wrong

When working in Frontpage. I insert a photo, but then can't drag and drop it.
What am I doing wrong?
 
If you mean you've inserted it into a page and then you are trying to "drag" it to a new
location in the page, You can't.

You need to use the positioning tools to position images, or create a table with cells and
place the image in a cell.

( or use a div tag and position the div )
