In Frontpage 2000 shared borders aren't highlighted

In Frontpage 2000 shared borders aren't highlighted for me to select it.
How do I light up the words shared borders so I may select it and use it
throughout my web? It sure will be easier to change things all at once
rather than on each page. Thanks for any help.

Make sure you are working within a web and not just a single page.
