In FP2002, ZTrouble Expanding Cell Width

On some pages (not all) in my web, FP2002 will not let me move the cell
borders left or right by simply hovering pointer over the cell border until
a double arrow appears, then clicking and dragging the border in the
direction needed.

I have experimented with this a great deal, however, so far, I haven't
figured out how to overcome this frustrating roadblock. So, I shall greatly
appreciate your help with this.
 
You can only resize cells that are not "constrained" by other cells or table / page layout
