In FP2002, Why Doesn't the Page Properties have a Background tab for Some Pages

When I open a new Page, even after I name and save the new page, no
Background tab appears in the Page Properties dialogue. Why? And, how can
I get the Background tab to appear?
 
Thanks, Wally! Unfortunately, I'm using FP2002.

Interestingly enough, the Background tab DOES appear on the Page Properties
of other pages in this web. I just can't figure out why it won't appear on
new pages.
 
Turns out that the problem was that the new pages had, by default, a theme.
And, in that case, no Background tab appears on the Page Properrties
dialogue. Makes sense. Anyway, this one's resolved.
