In Access, form design view how come I can't format a control?

I'm trying to format a control button in form design view, but when I click
on the formatting options for special effects and border design for example,
it doesn't allow me to change it.

What is a "Control Button"?
Do you mean a Command Button?

Command buttons already have special effects as part of their design,
i.e. special effects raised, special effects sunken.

If you wish something else, use a label instead. You can use the
label's click event just as a command button's.
