Improper shutdown, chkdsk does not run

If I have to turn off my computer before shutting down (ie, a crash), Windows used to error-check my c: drive at next boot, but it doesn't do that anymore. I have to schedule them manually (the last time it found over 100 errors). File system is NTFS, WinXP is SP1 (I think it started after I installed SP1), all latest updates installed. I have Norton SystemWorks (which has its own scandisk utility) installed, but have ruled it out via Norton's support center.

If the screen freezes and I can't go to the shutdown menu, I have to manually turn it off. That's when it used to check for errors on the c: drive upon restart until now.
