importing OE .pst files to new computer Windows Mail

My motherboard died (XP and OE) and my email messages were saved as .pst
files by a tech. I now have a new computer with windows mail and vista
operating system which is less than intuitive to me at present. How do I
import the .pst files into my new email system?? They are presently saved to
a DVD. Any suggestions appreciated.
 
..PST files are from Office Outlook not Outlook Express. To use them,
install Outlook on your new Vista computer, copy the .PST files to a folder
on your hard drive (be sure to NOT OVERWRITE any .PST files that were
created when you installed Outlook), make sure these files aren't set READ
ONLY (which usually happens when files are stored on CD, DVD, or other read
only media), then re-connect them to Outlook:
