importing OE messages

Installed Win2K clean install. Want to import my OE
messages (Win 98) saved in separate external file into
Win2K OE. Get error message that file does not contain
messages or that the files are in use elsewhere. Obviously
the Win2K files for OE are running. What am I doing wrong?
This has me stumped.
