I had to reinstall Windows Vista. I exported Windows mail to a folder I
created. In that folder there is now a big file named Backup Register
113.291kb. I also noticed a new folder called Local Folders in which contains
a file called winmail.fol 1kb.
How can I import my messeges???

You can try going to File | Import | Messages and choose WinMail format and
then point to the old directory that you saved, but it might not work. If
it doesn't work, then go into the Local Folders directory and under that are
the folders that contain the messages as eml files. You can select the eml
files in Explorer and then drag them overtop a WinMail message list and drop
them to incorporate them into a WinMail folder.

Thank Steve for your suggestion, but I can't find the eml files in the local
directory.
The only files I found after exporting mails are Backup Register and
winmail.fol .
I'm sorry I don't know...

I don't know what the Backup Register is. The foi file is useless to you.
I'm also not sure what the export process does or where it puts the
messages.
