When importing jpg images to my web file I get the following message:

"An error occurred accessing your Frontpage web file. Authors- if
authorizing against web server, please contact web master for server's site.
Webmasters- please see the systems log for more details."

What does this mean and how can I fix the problem so that I can import my
images?

Importing from where??

I don't *import* images, but just copy and paste images to a folder
inside the web folder using any method available. They have to be
inside the web folder/sub folder before being used in web
design/layout.

Try File Import (and don't import to any _hidden folders)
