Have try a couple of ways to import mbox format into Outlook,
used a program IMAPsize with mbox2eml conversion, into Outlook Express,
then export from Outlook Express, into Outlook. (it does import)
However, but have no Header information.

So, what application can one use, to import mbox boxes, directly into
Outlook,
WITH full Header information, paid of freeware, doesn't matter.

Just looking for something that works.

I've not seen any direct mbox to Outlook importers except for Outlook's
Eurdora importer. I was under the impression that using an intermediary
program like Outlook Express, though, usually preserves headers.

Try the conversion in a different way. Here's one suggestion:

Let me clearfied this more....
when importing into Outlook Express, The Header are there...
its when exporting out into Outlook (Express must strip the header info..

I used Thunderbird, and Kmail before (mbox) and using this program,
IMAPsize, which has a converter inside, mbox to eml (express format)
works fine...

But, the major issues, is getting INTO Outlook with headers intact.

This doesn't seem like it would work.

Are you are using Outlook Express to export to Outlook, correct?

Because, I check on headers, to write better scripts (rules)
for mail filtering...as a example.

So, you don't have a solution, for this problem ?

You could try importing from Outlook, but I'm not sure that will be any
better. other than that, sorry, no.
