Export from Outlook to Outlook Express on the XP machine, copy the OE .DBX
files to the new machine and import
those with Windows Mail:

Alternatively, install Outlook on your Vista machine, make a copy of your
Personal Folders (.PST) on the XP machine (make sure Outlook is closed when
you do this), move this copy to a folder on your Vista machine (make sure to
NOT OVERWRITE any existing .PST files), and connect Outlook to it. From
here, you can continue to use Outlook, or you can transfer everything to
Windows Mail.
