Is there a limitation or problems with importing files from a network
directory to a web-site directory within 2003. Many times we have to
re-import a file because it does not import when we have about 20 files....

Import, only imports what you see.
You should "Publish from the server to your local machine.

I understand that, but we need to know why those files that we see are
reqyuiring us to import multiple times... We have the repeat the same
process of importing for the same files because they seem to be imported into
the Web

I'm not sure I understand.
Are you saying you select files to import, but they don't get imported??

There may be a limit of 1MB at play. On some systems, if the imported file,
or group of files, has a total size of 1MByte or more the import may fail.
You may have to select fewer files at a time.

When I looked at the files, the files total about 600k. Everr week the user
only copies between 17-19 files.... with many times the files not importing,
only after a number tries before successfully coming across
