Importing csv into Excel

I run Excel, Import Data, and import a csv file using Tab delimiter.
Great.

My user runs Excel. Does not have the option of Import Data. How can he
get the data imported? Open as an Excel does not show the columns.

Sanford,

CSV files are basically text files and can be accessed via File>Open then
scroll down to Text files, *.prn,*.txt,*.csv.
