Importing Contact list

My wife's club maintains a list of contacts for the club. When the club
elects a new president, we would like to be able to have the old president
save a .pst file and give the .pst file to the new president so she doesn't
have to re-type all names. When the new person tries to copy the .pst file
to her computer, she gets a message stating "you are not authorized to access
this file". The old presidnet uses Outlook 2003, and the new president uses
2002. Is there a security setting that needs to be changed? We have been
told it is not possible to do what we want.

You appear to have several different problems here.
The error message you receive has nothing to do with Outlook. It has to do
with file permissions in Windows XP. Read this:

The next problem you will encounter is that Outlook 2003 files are not
compatible with earlier versions. Read this:
