Importing comma delimited contact data into a public contact list on Outlook/Exc

I have a client that uses a broadcast fax software to send
faxes to their clients. This piece of software integrates
with a public contact list in an outlook/exchange
environment.

The actual contact data resides in their accounting
program.

Right now they export the data from accounting into a csv
format.

The client then go into outlook and import this data into
a private folder. They then copy and paste the data from
the private folder to a public folder so the fax software
can see it.

I have done some integration with outlook but more
creating emails and such. I am 99% sure there is a way to
create the contacts in a private list.

Now, is there a way to programatically create them in a
public list on exchange? I would like this to be all
transparent to the user and this is not that way at all
right now.

Any help or direction on techniques for this would be
greatly appreciated.
