Importing all data and mail messages including folders and rules

Can this be done?

My old computer uses windows xp and outlook 2003

New computer uses outlook 2007 and windows 7.

Can I bring all the above infor over easily and if so how can a novice do
this?

It's fairly straighforward, but do NOT use import/export.

There is out-dated information on some of these pages, specifically with
regard to Outlook 2003 and 2007.

The main points to note:
1. Do NOT use the import/export function to move Outlook data from one
version to another - all you need to do is to copy the pst file, with
Outlook closed.

2. Do NOT paste the copied pst file into the default location - paste
into (for example) your Documents folder and then do File-Open-Outlook
Data File within Outlook.
 
Have you read the FAQ for it?

You can use Windows Easy Transfer to transfer files and program settings
from a computer running Windows 2000 (files only), Windows XP, or
Windows Vista to another computer running Windows Vista. Start Windows
Easy Transfer on the computer running Windows Vista, and then follow the
instructions.
