Import from Access into a Public Folder

Contact list managed in Access but company wants to share with others through
Outlook.

Problem using Import wizard accessing the Public Folder.

Best way to manage and update as the contact data is edited in Access.
 
As you've become aware - the Outlook import wizard does support importing
into Exch public folders.

A solution which may be of interest to you is ContactGenie DataPorter which
does allow this function as well as being able to "update" pre-existing
contacts with the field data of your choice (provided you have one or more
fields that can be used as "key fields" to uniquely identify and match
contacts between the contact folder and the Access database (key fields are
totally user-selectable) - add the other functions of being able to create
re-usable templates and run the import on a scheduled basis using any task
scheduler - you can update your contact folder as frequently as you wish
with no manual intervention - a process widely used by the majority of our
customers).
