import/export wizards installed but do not start

In Access 2000 when I import or export a file the wizards
do not start. After the file is selected, the
words 'Import text wizard' display in the lower right
corner of the Access window but the wizard does not
present the form with the data being imported. I have
verified that the wizards were part of the install and
confirmed that the necessary .mde files are in the correct
directory. I would appreciate any direction.
