import explorer favorites to outlook

How do I import explorer favorites to outlook 2003? Can't figure this one out
 
That feature is not available in OL2003. You can have Favorite Outlook
Folders, but not IE favorites. Use IE instead of Outlook as a browser.

I was able to do this by using "import & export" after playing around some
wendyz
