imp...histogram showing incorrect value

i am makign an histogram chart. teh x axis has values from
0-70 and y axis has values from 1-31 (why its starting
from 1 i am unable to make out) the range shoudl ideally
start from 0.

so my problem is that the minimum value is 7.9 but my
histogram shows be 8.9 .. why is this so and i how to
resolve this.
if i try and change the format axis for Y where its
written:
value (Y) axis crosses at category number: 1
if i change from 1 to 0 then it gives me an error:
the number must be between 1 and 31999. try again by
entering a number in this range.

In XL, each x-axis value refers to a category consisting of elements
that are less than or equal to that value (and greater than the
previous x-axis value). This might be unlike what most people might
expect where the x-axis value represents the mid-point of a range.

To change the y-values to start at zero, double click the y-axis; in
the resulting dialog box, from the 'Scale' tab, set the minimum value
to 0 (i.e., zero).

Thanks a lot for the response. THe minimum value is
already set to 0 their in the vertical line(y-axis)
apologies for writing incorectly before. and i want to
change the min to 0 in teh horizontal line and where there

There is no histogram chart type in Excel. The bar chart types are for
categories, which by default are labled from 1. To make a typical
histogram, you need to use a combination chart. The simplest way to do
it is to use the Histogram tool in the Analysis ToolPak, then modify as
desired. See
