IME on XP embedded with Unattended change of language

I'm trying to get MUI for XP embedded with 16 different languages.
When I launch a Unattended change of language via command line:
http://support.microsoft.com/default.aspx?scid=kb;en-us;289125 it
generates an error message that some files are missing.

But when I change the language through CONTROL intl.cpl panel, it
doesn't ask for any missing files and it works perfectly.

Does anybody know why it's asking for a missing file when running it
through a command line?
Is MUI required? I don't think its required, since I can do an
unattended change of language on XP Pro without any problem.

I don't know the answer to the question, can you tell us what file is
reported as missing?

Here are examples:

8514fix.fon in c:\windows\fonts
agt0407.dll in c:\windows\msagent\intl
agt0407.hlp in c:\windows\help
cplese.exe in c:\windows\ime\imjp8_1
imekrcic.dll in c:\windows\ime\imkr6_1

there are more files in *.fon, *.dll and *.hlp that are being asked.

It's interesting to see that its asking for a korean ime when I didn't
install any korean font or codepages in the Target Designer
(imekrcic.dll).

Any solution?
