Images are repaced with a white box with a red square

Can anyone tell me why when I go to a website the page
downloads without many of the images. Instead they are
replaced by a box with a red x in it.
 
First, make sure if the "Show Pictures" option is turned on in Advanced tab
of Internet Options.
