Imageresizer from microsoft won't install

I installed tweak and it shows up in programs under powertoys but I cannot get imageresizer to do the same-any suggestions?
 
When you install Image resizer, it will not be listed in programs under
power toys.
The way it works is:
You right click on a photo (or select a group of photos) you want to resize.
After you right click, a menu will open. Resize image will be on this
opening menu. You click on Resize image and you then follow the
instructions.
