Image scaler with clipping

I am producing a webpage in which I want all the graphics to be 150 x
100 pixels. The problem is that not all of the graphic files are in the
same aspect ratio.

Now, I know that many tools do both clipping an resizing, but what I
need is a tool that can do clipping according to a specified aspect
ratio. I want to be able to frame a part of the image in that ratio, and
resize that section.

Any ideas?
