Yes...the images are saved in the new orientation.
Because of the compression algorithm in the .jpg
format there is some data loss every time you resave.
Windows Picture and Fax Viewer provides lossless
rotation for certain sizes...(must be an exact multiple
of 16 and probably 8. So if your image is, say, 2048 x
1360 it will be lossless.)
Unless your original images are very low resolution...
the loss would probably never be visible. However...
the best insurance against this and any other editing
problems is to save copies of the original, unedited
image files on CD-Rs.

files did not change. Does it modify the file, and is
there the potential for quality reduction. In the past,
I've always saved rotated images (or any edited
images) with a different filename, but Picture and
Fax Viewer didn't give me the option.

True, the date stamp remains the same.
There is always the potential for quality reduction
when editing/resaving a .jpg image unless you have
the option of lossless rotation.
Maybe the size of your images fits that profile in the
Picture and Fax Viewer. As a test, you could make
a copy of one of your image files and then rotate it
15 or 20 times...then compare it to the original and
see if the difference is noticable. Also might be worth
a try to print a before and after and compare. Then
you'll know if it is anything to worry about.
The freeware IrfanView has an option for lossless
JPEG rotation...might be worth giving it a try.

I am also having trouble with the Preview option. My
recollection is that when I first got the computer, the
Preview option opened Windows Picture and Fax
Viewer, and the Edit option opened Paintshop Pro,
which came installed on my machine.

Windows XP default is that images open for viewing
in Windows Picture and Fax Viewer and the Edit button
opens MS Paint. Since PaintShop Pro was your default
image editor that must have been changed when it
was pre-installed.

But now the Preview option also opens PSP, displays
the file, but also gives an error message saying that
the file could not be found.

Apparently the files have been moved, deleted or
possibly saved in a different format.

I have tried modifying the registry under Paintshop
ProImageAlbum\shell\command\ preview to Picture
and Fax Viewer, and it works fine until I open an image
for editing, at which point PSP modifies the registry
so that it opens when Preview is selected. In another
post, you mentioned modifying a registry key (...\image?)
which changes the default behavior of all image files.
Is that correct? Does that key take precedence over
the .jpg, .jpeg, etc. keys?

To choose the program that you view your images with
all you have to do is change your file associations:
Try this...open an image folder and right click one
of your image files...from the menu, select...Open
With / Choose Program.
Make your choice from the list or Browse to the
correct program if it is not in the list. Once you
make your selection...be sure to check the box
that says: "Always use the selected program to
open this kind of file". (you will need to do this
for each format....jpg, .tif, .gif...etc.)
Also...you can right click an image and choose
Properties / Change Button...choose the program
you wish to use and click...OK / Apply / OK.
Also...in WinXP, you can go to...My Computer /
Tools / Folder Options / File Types tab...
If you wish to change your default image editor...

OK...go to...Start / Run and type in..."regedit" without
the quotes. Then click...OK...or press...Enter.
In the Registry Editor...drill down to:
HKEY_CLASSES_ROOT\SystemFileAssociations\image\shell\edit\command
In the Data column you should see:
"%systemroot%\system32\mspaint.exe" "%1"
(where you see *mspaint* in the example....you will
see your current default)
Replace the key with the path to the program that will
be your default image editor. I wanted Picture It! 7 so
the following is what I changed to.
"C:\Program Files\Microsoft Picture It! 7\pip.exe" "%1"
Now, my images still open in the Picture and Fax viewer
but if I left click the Edit button...Picture It! 7 opens.
To replace the string...
Left click "default" to select it.
Go to...Edit / Modify...
In the "Edit String" field...
Copy/Paste the path to your program choice:
"C:\Program Files\??????????\???.exe" "%1"
Left click...OK.
Now, your images still open in the Picture and Fax
Viewer but if you left click the Edit button...your image
editing program opens..
