Image Resizer PowerToy not working (still)

I noticed that that image resizer feature stopped working within the last
couple of weeks or so and looked here on this board and elsewhere for a
solution. I found and tried the "run regsvr32 shimgvw.dll / regsvr32
phototoys.dll" solution posted here and on other sites as well with no
success. I can install the feature and the option comes up when I right
click, but doesn't do anything. Likewise, if I select an image file and use
the "send to mail" thing from explorer, it used to pop up with the image
resizer options before being passed on to OE - now that isn't happening
either.

This feature has been on this computer for quite some time and I'm not
really sure where it originally came from. It is possible that it was
installed with an earlier version of the PowerToys which the download page
suggests should be removed prior to installing the newer PowerToys. However,
I can't find an uninstall for this feature/add-on/powertoy anywhere on this
computer to remove!

Any ideas or thoughts?
