Image Resizer PowerToy not work

After i installed WIC, the Image Resizer PowerToy does not work again.

I associated the file type to Windows Live Photo Gallery.
 
Click on Start and click on Run.
Type in (or copy and paste) the following in the box:

REGSVR32 SHIMGVW.DLL
and press the Enter key.

Note that there is a space between ...32 and SHI...

Then try image resizer.
