Image over page border

Is there a way to move your image over the top of a page border? I have
tried rearranging the order and formatting the image itself to be in front of
text, but nothing has worked so far. The page border is always over the top
of the image.

I kept trying to change the image formatting, when really I needed to change
the border's formatting. Go to Format, Borders and Shading, then Options (in
the lower right-hand corner). Uncheck the "Always display in front" box.
