Image manipulation software needed

Perhaps someone can help me here.

I have some pictures taken with my digital camera that need to have the
faces of the subject's enhanced/brightened before I print them.

I have tried both GIMP and Irfanview and both allow me to enhance the
entire photo but I can't find a way to suitably brighten up ONLY the
face portion.

In Irfanview it seems to be an all or nothing option. The enhance colors
option works but like I said it is for everything.

In GIMP I can select a portion of the image and work with it but I can't
find a way to precisesly get the face part selected.

Anyone have any suggestions??

Well, ther is one pice of (now) free software that claims it can do this,
but I can't get it to work for me. To be honest, I'm quite cynical about it,
but it might work for you:

Photofiltre works well for this.
Menu, Selection, Lasso, and move the mouse cursor around the area you
want to select, with the left mouse button pressed.

Use brightness controls to set desired level.

The lasso selection can also be inverted, so you select everything
except the part you selected with the mouse.

This type of selection is available in almost every paint and photo
processing program I know.

I am sure is must be available in GIMP too, I just cannot check it out
right now.

To make the border line between the selected area and the rest softer
you may need to re-select with the lasso tool a few times, and change
the area just a little between each re-selecting.
That makes the border line softer because you choose slightly different
border lines every time. And of course you should follow natural
dividing lines, like between the hair and the face.

In more advanced paint programs you can use a brush with soft edges to
"paint" a brightness level difference, that makes the border line even
softer, but needs more experience to handle. Use it very softly and in
several layers until it looks right.
 
I attempted to link up in order to download the free version of digital
camera enhancer. I managed to get to a page describing the differences
between dce pro and free dce...but I cannot figure out how or where to
download free dce..

Anybody willing to tell a simpleton how to achieve a download of the free
program?

The GIMP can do all that...
However you do have to mask the area you want to add the effect
using the mask tools. Version 2 (at least) has the standard masking tools,
including lasso, magic wand, select region by colour.

It doesn't matter what package you select, even photoshop you have to
accurately select the area you want to apply any filter to and they all
require a learning curve which may take long than expected.

Personally I would stick with the GIMP

You can do this perfectly well with the GIMP, be it version 1.2 or 2.

If you have a steady hand you can trace any area using the lasso tool.
Careful use of the magic wand often works well. Experiment with the
settings to see what works best.

However you select the area of interest, you will get better results if you
feather your selection using either the feather option of the tool while
making the selection, or the selection feather command on the main menu
after you've made your selection.

GIMP intelligent scissors left click puts down next point,
left click with ctl lets you move the line to follow a different
contour, left click with shift lets you move a point and ignore
the contours. Use ctl D to create a duplicate of your picture
if you lose part of the face you can past it back.
