Image - Long Description - what is it

On 2003, there is an option of a long description when you add a picture-
linked to a file. But I cant find any help references to it.

what is it used for and are there any guidelines on how long 'long' is ?

(i have alt texts set already).

FrontPage 2003 (but not earlier versions) supports the longdesc attribute. If
an image is too complex to describe with simple alt text, you can link to a
page that provides a long description by entering the URL in the Long
Description field. You will have to create a simple HTML page with the the
long description yourself.
