I made some image files as backup in case I loose the original disks.
Can any backup program read them, or just the one I created them with?

If these are image files created with a program like Ghost or True Image,
then you need the program that created them to do anything useful with the
files.

Both Ghost and True Image can create boot disks that can boot the system
and then run the imaging program. Helpful if you can't boot into Windows
but still have access to the image files (not stored on the same drive as
Windows).

What about Nero?

Nero is not an imaging program. Nero may have backup capabilities but it can
not do a "bare metal" restore in case of catastrophic drive failure.

OK, but the copy is called an "image."
Still no answer to my question.

Sharon F gave you the answer. To expand a bit, you need "whatever" program
you used to create the backups to reinstall the backups onto a computer.
