Is it possible to use something other that the Windows Picture and Fax Viewer
as the default program to view images?
Yes, absolutely.
I tried installing other image
programs but I couldn't get them to be the default program for images.
Which programs? Many, such as ACDSee and Irfanview, have panels in
the Options or Preferences that let you make this adjustment. Since
you don't tell us which "programs" you tried I can't be more
specific. In Irfanview, for instance, it's Options | Set file
associations.
You can also do this yourself in Explorer, though it's more work.
Method A: Tools | Folder Options | File Types.
Method B: right-click on a file of one of the desired types, select
Open With | Choose Program. At the bottom of the dialog box check
"Always use the selected program to open this kind of file", select
the program, and click OK.
