How'd you insert the picture into the placeholder, Rikk? Are you filling
the placeholder, or are you clicking the picture icon in the content
placeholder?
It's a content placeholder, not a picture placeholder, right? (Just
checking.)
Asking because I wonder if it's blurred because of aspect ratio issues.
Still need to run through the steps and repro here....

Double Click to bring Up Format Tab
Apply Shape Effects: Bevel : Choose your poison
Close Master View
New slide
Layout : Chose the slide with your modified Content Placeholder.
Insert Picture into Content Placeholder. Comes in Beveled as expected.
Insert Picture without placeholder: Compare. Picture not in placeholder
is sharper-even in center far from bevel effects.
Bevel should not be affecting anything but pixels adjacent to the
effect.

I'm seeing a very subtle degradation of images when I apply a bevel
(this is on straight pictures,
not placeholders). Can you describe the exact steps you used to
customize the placeholder so anyone
who's interested can try to repro the same effect?
