I am using MS 'ICM' but find that it needs to be reset each time I reboot
the system.

How do I ensure that this feature is defaulted into the start-up?

Drag its shortcut to the Start Menu's Startup folder. Hover over each
button till each folder opens, then continue to the Startup folder;
release the mouse button there. That's a generic answer.. I don't know
how or where ICM is normally loaded, but this procedure should work.
