No, you DON'T need SP2 to install SP3. SP3 includes all of

*Actually* - you need to be careful when you say, "No, you DON'T need SP2 to
install SP3." There is a case where that is not a true statement, well, or
it caqn be proven untrue at least.
If someone installs Windows XP x86 RTM onto a computer and thus - has a
working installation without any service packs (SP1a, SP2 or SP3) they
cannot just install Service Pack 3. They first have to at least install one
of the prior service packs. So they could install SP1a... Or they could
very well install SP2 first - and then they would be able to install SP3.
I cannot say I know *why* this limitation exists - never had the inclination
to look into it - but it seems to be true that you cannot install Windows XP
SP3 onto a working installation of Windows XP x86 RTM - you first have to
have a prior service pack installed. Or they could - if they desired -
integrate SP3 into their RTM media, make new media and use that to install.
I would be surprised if this is the case for the original poster - but...
