Um, tape a # 10 envelope to the top of your monitor!

Seriously, what program are you attempting to use? If Internet Explorer,
right click on the grey area just below the "Microsoft Internet Explorer"
bar. Make sure that Lock the Toolbars is NOT checked after doing the right
click. Left click address bar. The address bar will appear but it may
appear all the way to the right side of the screen as just the word Address.
If so, left click and hold the mouse button on the vertical bar just to the
word Address and drag it to the left and down below the showing toolbar.

Right click again and then click Lock the Toolbar.

Windows explorer works the same way.
