IM slow on Terminal Servers

Our IM is extremely slow on our terminal servers.
The 2000 Exchange server is on the same switch as the server. Users IM from
local machine (not using terminal server) but plugged into the same switch,
do not have this problem.

It is 100 times slower to use IM from the NY terminal server next to the
exhange IM server in NY, than from a local machine in a remote office in
Hong Kong, using the same IM server in NY.

what gives?

this problem just started occurring about 2-3 weeks ago.
Seems it must be patch related.

It effects both SP3 and SP4 terminal servers.

Background:
The IM server is:
W2k SRVw/sp3, Exchange 2000 with SP3,Instant Messaging

The terminal servers are:
W2k SRVw/sp3 and sp4, Office 2000, IE 5.5, IM v5.0

The company has one IM server. Apprx. 1000 users in offices around the globe
use this server for IM.

They can access it through their desktop and from the terminal servers.

Users experience no problems when using IM from their desktops, regardless
of their office location.

Problem: All users are unable to use IM on terminal servers because IM is
extremely slow. IM is eratic in its slowness. You may be able to login to
IM quickly, but when you click on a contact to IM, you just get a grey
window, and IM in task manager shows "Not Responding". When you get an IM,
you may be able to type one letter before it freezes up.

We have sniffed the network but so far are coming up blank. It affects only
terminal servers.

I have uninstalled and reinstalled IM on the terminal server, but nothing
helps.

The kicker is that all other applications work fine on the server-- outlook,
IE browsing, database applications, etc.
