I'm really disillusioned with Microsoft support

I have been having a problem and I don't know where to go for help. The microsoft support is only for a fees. Can anyone at all please at least point to a site or some place where I can hope for some enlightment
My problem
I am using Windows XP and had installed .NET 2000. I then downloaded the .NET framework 1.1 from teh microsoft site and installed it and then rebooted the machine. When I open the Internet manager console, I find that my web server is not running. When I select it and choose the run icon I get the following error
"Unexpected error 0x8ffe2740 occurred
I downloaded and ran the FPort utility and found that an unnamed Process with a particular Process ID is using port 80. But I cannot find that process in the task manager window
I have tried repeatedly uninstalling, reinstalling the .NET SDK and then installing the framework 1.1 and each time this probelm occurs. This problem only occurs if I install the .NET Framework redistributable 1.1.

I am sorry that I don't have an answer for you, but I wanted to report my
own experience of Microsoft tech support.

I have had very reassuring dealings with tech support, that I admit I was
not expecting. I have VS.NET Professional, and when I hit a problem that I
could not solve I filled in the on-line form at the Microsoft web-site. I
entered my Product ID and the request for support was accepted without
charge.

Microsoft contacted me by e-mail in much less than 24 hours, and took on my
problem. I had follow up telephone calls from very professional personnel,
who clearly had a good grasp of the problem area. My problem was solved
promptly and professionally.

This is not an isolated case either, as I have had the need to contact
Microsoft tech support on several occasions. Each time the problem has been
dealt with quickly and professionally. On one occasion I was even provided
with a special hotfix to mshtml.dll, which is not on general release.

If you have a registered version of the development tools, I would recommend
trying the free support route if the newsgroups are unable to help. In my
experience they are only too willing to help.

I also have good experience with Microsoft Support:

- The Business Contact Manager add-in for Outlook crashed and caused an
online error report to be sent to Microsoft. I filled in the "what were
you doing" information page on that report. Within a couple of days I
got an email from Microsoft supporting asking more details ... that led
to a week or so of email exchanges with me running some diagnostics and
doing things to pinpoint the cause (and fix it). I'm led to believe that
this led to the bug being fixed and either has been or will be released
in a patch.

- Again in Outlook, I found what seemed to be a bug in Rules. I tried
to report it via the support mswish@microsoft to "please fix this
bug"--I didn't really need the bug fixed (as I use mail rule processing
on the mail server), but I wanted Microsoft to know. This led via
through a number of steps to a Microsoft Support technician being
extremely persistent in working with me to try to replicate the problem
on their machines. Even though I personally don't need the bug fixed
I'm impressed with their attention to trying to get to the bottom of the
issue.

- These newsgroups are excellent for you to get support, on a volunteer
basis, from your peers. Show patience and give enough details about the
problem--someone curious about the problem or one who knows will provide
their input.
