I'm looking for a silent cooling solution for Radean 9700 pro

I'd like to replace the stock Heatsink and Fan on my Radeon 9700 pro with
something silent. It would be nice if the new unit had at least two
settings, "silent" for when the card isn't being used at it's fullest, and
"louder" for when I'm taxing the card while playing games.

Any recommendations?

Either the Arctic Cooling VGA Silencer (make sure you get the one for 9700s)
or the Zalman ZM80D-HP. The Zalman will if you case has decent airflow
likely handle your board with no fan--if it does need one they have a
dual-speed auxiliary fan.

I'm using a Zalman ZM80C on my 9800 Pro, works a treat.

The D is not really required, with one heatpipe I couldn' tell you the
difference between the temperatures of the two sides of the heatsink.
