I'm having big problems

Hi everyone
while I was deleting stuff off my p.c to clear space on the small hard drive I think I might have deleted something important. An error message popped up and I didnt know what to do so I restarted my P.c and now it wont boot up.

It does the white windows 2000 loading screen and after that has finished it clicks on to the screen what would be my desktop but no icons appear. It is on that screen for about 2 seconds then it just restarts itself and just keeps going through in a loop. Any ideas? (please can we keep it in simple terms)
 
Just for try:

Use your W2K startup diskette when booting and repair your
current installation. If you have deleted something of the
Operation System, it most probably will not boot correctly.

If you do not have a start up diskette, try the original
W2K CD.

You may have to set yr boot option, in the bios, to cd
The bios is often accessed by hitting DEL as yr pc starts/posts

Try to do a repair on it using the Win2000 cd. It always
works
