Are there any classes in the .Net framework (I beyond mentally exhausted, so
my search caps are limited right now) that help encapsulate IL such that
disassembly can be done more abstractly rather than manually interpreting
the bytes?

Not in the framework, no. But there are some third party libraries
available, one is AbsIL
