is your IIS configured Correctly? try to check following:
1- in iis default web site properties panel under "Web site" tab your ip
address must be set: 127.0.0.1 or (All Unassigned)
2- in iis default web site properties panel under "web Site" tab your TCP
Port must be set to: 80
3- in "Directory Security" tab allow Anonymous access and set ip/name
restrictions to granted access
4- your Default Web Site must be run
5- in iis default web site properties panel under "Home Directory" tab must
set Read enabled.
6- you must have a default page like default.htm or index.htm
7- you must set your default page in iis under default web site properites
panel in "documents" tab
8- if you have any proxy server on your local computer try to disable it or
set your proxy setting in your IE
9- if you set some internet proxy server for your ie try to disable them for
localhost you can do this at internet option panel in connection tab "LAN
Settings.." button , "Bypass proxy server for local addresses" check box!

10- give more information about your problem / windows settings to help you
better!!! ;)
