iis on windows xp embedded versus iis on windows 2003

Is there any difference between the iis on windows xp embedded and the
iis on windows 2003? I only need to host one website on it and there
won't be any virtual hosting. It will use the libraries from dotnet 1.1
and 2.0. Will it be able to handle the same number of users as iis can
on windows 2003? Does it have the same security in terms of denying
access that iis on windows 2003 has? The ram will be at 4 gb with a
dual core or quad core xeon woodcrest cpu. The appliance will be a
general purpose dotnet 2.0 webserver. But it will have 3 network ports
on it.
 
There is a limitation of 10 connections under XPe & XP.
The limit of 2003 Server is something about 200000000.
You can tweek XPe to 40 parallel connections, but not more.

Also, there is a server load limiter on XP IIS.
If requests come too frequently, IIS will return error pages.
