If Vista won't send mail, try this.

Also make sure you don't have antivirus software set to scan email. See
www.oehelp.com/OETips.aspx#3 If you do, then turn it off and then remove
the mail account close and reopen WinMail and then add it back again. See
if that fixes it.

I disabled my outgoing e-mail virus scan.
Removed Default E-Mail Account .
Set it up again.
It is Now Working Just Fine !

I have tried this solution. I also disabled Mcafee email scan. I can receive
messages now but I still can't send them. I checked my laptop email settings
(which still in unber Outlook Express) the setting are the same. I called my
provider and they are stumped as well. HELP!
 
I wouldn't diable e-mail scan, just outgoing scan.
This is on a HP Desktop ,Vista Prem. ,AVG Antivirus with firewall, and
Dial-Up.
Am not sure if it's diffrent PC or diffrent Antivirus.
I tried fix by adding a new E-Mail Account, and made it default , didn't work.
Removed all attempted set-ups , closed mail. Re-opened Windows Mail.
Set-up account again and it worked, was going to return PC if it didn't.

1. Go to the Vista start menu and type cmd
2. The search results will display a program titled cmd
3. Right-click on the link and select "Run as administrator"
4. type "netsh interface tcp set global autotuning=disabled" without
the quotation marks
5. Test your POP account and see if you can now download your mail.
6. If nothing changes, re-enable the autotuning feature by typing
"netsh interface tcp set global autotuning=normal"
